Joplin is functioning normally and there are no issues., but I’m curious, so I’ll ask: Is it normal to have two broken files in the ~/.config/Joplin folder? They disappear when I close Joplin, but reappear when I open it again.

This whole folder comes from Electron, so you can safely ignore it, including those two files. In fact, you can remove the whole folder when Joplin isn't running, and it will just recreate it from scratch on the next launch. The Joplin's actual configuration is stored in a different location.
