On desktop, you can type @<notebook_name>in the GoTo Anything dialog (I think the default shortcut is Ctrl+P) which will open the notebook and is searchable.
You can also add a shortcut to move the current note to a folder, which makes it easier to first add a note and then move it where you need it (and as @MoriarT3a mentioned, the moveTo function is searchable. This post explains how you can add the shortcut.
I don't know a good solution for mobile, sadly.
