Is there a way to put my notes in a custom order list? So I can list any note first.

To make a note stay on top, turn it into a todo. That's what I do, while keeping the default sort by updated date.

You can also experiment with the various “sort notes by” options, there is a “custom order” one.

Another strategy might be to sort by title, and for example add numerical prefixes to your note titles.
