Migrations in app-clipper

Can we initiate these two migrations in joplin/packages/app-clipper

  1. JavaScript to TypeScript: I saw in the Build.md file that Joplin is being migrated to typescript slowly and hence thought of mentioning this with one more point.
  2. Class based components to Functional components

I'd rather not do this now. It would be a big change and we have other priorities. Maybe if we decide to do some significant work on it, we could start refactoring
