I just noticed that the resources folder on my client (pc windows) contains lots of file (mostly images) that are un-encrypted (while encryption is enabled since first days).
Is this normal?

Because Joplin does not encrypt your data locally on your device. Joplin has End-To-End Encryption (E2EE). E2EE protects your note data when it is on third-party networks and storage services and is not under your control. It protects your data when syncing using someone else's server (OneDrive, Dropbox etc.).
It depends. If the NAS is in your home and only you use it then E2EE may not really be of benefit unless someone actually steals your NAS.
Also you mentioned unencrypted and encrypted files in your resources folder. The files with the extension .crypted in the resources folder on your computer may be copies of the encrypted version of the file sent to the sync server or new resources, newly encrypted, about to be sent to the sync server. If you fully quit Joplin you can delete all the files ending .crypted and get back a bit of disk space.
I think I'll disable encryption all together, just because on my office pc I use joplin portable from a veracript volume.
Just a question: I suppose I need to disable encryption on an synched client and let it sync all notes; then, once it finishes, I will need to update all other clients. Is this right?

I've never considered this! The E2EE help page says that you just do the same as enabling E2EE, but in reverse.
It depends on how many notes and attachments you have and how long your note history is set for but everything is going to get decrypted and then everything will have to be synced again to every client. This could take quite a while. Personally, if it is all working fine I'd probably leave it alone. It doesn't hurt to have it enabled.
