The OneNote importer was added in pre-release 3.2.3:
You can either try the pre-release (for example wget -O - https://raw.githubusercontent.com/laurent22/joplin/dev/Joplin_install_and_update.sh | bash -s -- --prerelease) or wait for the official release.
Currently, there is no supported version of Joplin that can import from OneNote (version 3.2.3 or higher). All workarounds to import OneNote notebooks are only available windows, not under Linux.
So, I will have to wait for the release of version 3.2 to move from OneNote to Joplin.
