Tags not syncing to Andoid

Windows 10, Joplin 1.3.18
Android 10, Joplin 1.3.13

All notes sync, but none of the notes have their tags and the tags list is empty.

I have since created a few new tags in the Windows app. Previous tags were imported from Evernote. These new tags do sync, and show up on my Android devices, but the old tags from Evernote still do not.
