Since there are only 4 items in the note toolbar and the note title field is long, it will look nice if we put them in the same row.

There aren't actually 4 items, there's a minimum of 4 items. If you select notes using a tag you will see a new entry appear with a clickable link to the notebook the note is in. Also this is where all the tags for that note appear, so if a note has numerous tags this bar will fill up quite quickly!
But it's standard UI practice to toggle any toolbar, and ideal if the toolbar items can be customized such that the machine does what the human wants and not vice versa.
