My current Joplin version is 3.4.12
When I try to upgrade to 3.5.13, opening joplinportable.exe will result in a smartscreen warning.
I noticed that you changed the signing certificate between versions 3.4.* and versions 3.5.* so I guess this is the problem but I would like to understand why this would cause a smartscreen warning before updating.
It seems that even though a code-signing certificate has been obtained, Defender will still create this warning if Microsoft is not aware of many people actually installing the software it was used to sign. It seems that over time as they watch more and more users install the software the warning disappears.

It has been a while though since the new certificate has been issued and still, windows won’t trust it
