Is it possible that Joplin Cloud has a basic and free plan for new users, yes or no?
Yes Joplin Cloud has a Basic Plan, but no free plan.

The free plan is called Dropbox! 
I know some people may not want to use DB, but for now it does provide an option.

It's a fantastic way to support Joplin and get something in return. Everything about Joplin is already free, I don't think they need to provide a free cloud service on top of that. Strictly my opinion of course
