Yes, you just need to disable run conditions in the Syncthing app settings (which will effectively allow it to run always), exclude the app from Android's battery optimisation (which the app already asks for on the first run), and also exclude the app from any other manufacturer-specific battery tweaks (see https://dontkillmyapp.com).
