This is concerning the Windows Version of Joplin (Version 1.1.4 and previous version).

This is when in "Sort Notes by" the item "Costum Order" is activated.

When I drag & drop the visible note titles (to rearrange the list order), everything works fine.

But after I scroll down the note list (when having a long list of notes), and then drag & drop notes, it is not possible anymore to rearrange the list by drag & drop...
